This documents the meeting held on December 1, 1987, in the Region IV office between members of your staff and Region IV representatives, as identified in the attached attendance list. The meeting was held at the request of Houston Lighting and Power (HL&P) to discuss the licensee's program for upgrading the closed circuit television (CCTV) system at the South Texas Project Electric Generating Station (STPEGS) and other security program matters.

The following subjects were discussed.

1. The HL&P staff described the licensee's program for upgrading the CClV system in accordance with the license condition and their letter of July 24,1987. A copy of the security system enhancement summary schedule was provided to the NRC, and the licensee agreed to provide a copy of the site layout showing the proposed CCTV camera coverage for Unit 1.

2. The NRC raised questions about the adequacy of the HL&P design with regard to CCTV camera coverage, overlap, range, and detectability, but acknowledged that the responsibility for providing an adequate CCTV system that meets plan and regulatory requirements rests with the licensee. The STPEGS staff indicated that a quality review of T.he proposed CCTV system design upgrade would be performed to assure that it met these requirements.

3. The HL&P staff also briefed the Region IV staff on other proposed security system upgrades being incorporated at the STPEGS.
