Generic Letter (GL) 96-06 dated January 28,1997

Dear Mr. Barron:

The staff has reviewed the referenced submittal regarding GL 96-06, " Assurance of Equipment Operability and Containment integrity During Design Basis Accident Conditions." The submittal addresses the issues of waterhammer, two-phase flow, and thermally induced pressurization of piping runs penetrating the containment for McGuire Units 1 and 2.

In your submittal, you indicated that a total of five pipe segments are isolated by at least one soft seated diaphragm valve in each unit, and are susceptible to thermally induced pressurization. Also, you stated that these soft seated valves are capable of slight leakage or displacement. In order to complete its review, the staff requires the following information.

1. Describe the applicable design criteria for the piping and valves. Include the required load combinations.
2. Provide a drawing of the valve. Identify the pressure at which the valve was determined to lift off its seat or leak, and describe the method used to estimate this pressure.

Discuss any sources of uncertainty associated with the estimated liftoff or leakage l

pressure.

3. Provide the maximum-calculated stress in the piping run based on the estimated liftoff
