.t j On August 10, 1987, we found the bid submitted by Ann'Riley and Associates, j Limited to be nonresponsive due to a defective bid guarantee, thereby rendering your July 20, 1987 protest moot.

' We have found Heritage Reporting Corporation to be a responsible prospective contractor in accordance with Federal Acquisition Regulation Part 9.1. We have found them responsive regarding your assertion that Heritage is a large business. As evidenced by a size determination issued by the Small Business Administration on July 31, 1987, copy attached, Heritage has been fodnd to be a small business under Standard Industrial Classification 7339. Thus, your size protest dated July 20, 1987 is without merit.
We have further found Heritage to be responsible since to the best of our knowledge and belief, neither Heritage Reporting Corporation nor its
' principal of ficers are under investigation concerning previous Acme security issues. Based on our research of the facts, your allegations are unfounded.
Accordingly, the Government has entered into a contract with Heritage
, Reporting Corporation as the low responsive and responsible bidder under the
. subject solicitation.
