The U. S. Nuclear Regulatory Comission (the Comission) is considering issuance of an exemption from the requirements of Appendix A to 10 CFR 50 j

to the Florida Power Corporation (the licensee), for the Crystal River Unit 3~

Nuclear Generating Plant, located in Crystal River, Florida.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

The proposed exemption would allow temporary relief frce the requirements of General Design Criterion-17 (GDC-17) for the Crystal River Unit 3 Kuclear Generating Plant.

The Need for the Preposed Action:

The proposed exemption is needed on a temporary basis in order to allow the diesel generators to be operated at the maximum calculated accident load, which would, in turn, permit plant operation during the next cycle until modifications could be made which would bring the plant into compliance with GDC-17.

1 Environmental Impacts of the Proposed Action:

I The proposed exemption does not involve any measurable environmental impacts. The diesel generators will remain operable and, with the proposed compensatory measures, capable of performing their function. Consequently, the Comission concludes that there are no significant radiological impacts associated with the proposed exemption.
