' As discussed with the NRC's Security Inspector, this letter provides Southern California Edison's (SCE) plans for meeting protected area (PA) security search and inspection requirements related to delivery ofnewly fabricated Units 2 & 3 low pressure (LP) turbine rotors and associated equipment.
10 CFR 73.55, " Requirements for physical protection oflicensed activities in nuclear power reactors against radiological sabotage," Section (d)(3) states;
- All packages and material for delivery into the protected area shall be checked for proper identification and authorization and searched for devices such as firearms, explosives and incendiary devices or other items which could be used for radiological sabotage, prior to admittance into the protected area, except those Commission approved delivery and inspection activities specifically designated by the licensee to be carried out within vital or protected areas for reasons of safety, security or operational necessity.
Reginning in late August 1998, the' San Onofre Nuclear Generating Station (SONGS) will begin receiving planned deliveries of six LP turbine rotors and associated equipment. The rotors will be contained in separate shipping cradles with sides covered in steel mesh, and the tops covered with marine plywood. A collar will be placed over eachjournal to secure the rotor to the shipping cradle.
The collar will be security scaled. The rotors themselves will be enclosed in an aluminized / plastic U
bag, heat sealed at the seams, and the air pumped outf Packaging of the shrink wrapped rotors will be observed at the factory and security tape applied to the' shrink wrap seams by qualified personnel properly trained in SONGS' security search / sealing procedures.
The supporting equipment (cylinders, diaphragms, glands, parts) is planned to be shipped in individual
. security sealed packing containers. Container loading will be observed at the factory and security seals applied by qualified personnel properly trained in SONGS' security search / sealing procedures.

Document Control Desk, Low Bressure Turbine Rotor Search Requirements August 11, 1998 Upon arrival at the site, SONGS security will either properly search the equipment per Security
. Procedure SO123-IV-5.3.3, " Search and Inspection," or will verify security tape and associated equipment packing container security seal integrity per Security Procedure SO123-IV-4.8, " Security Seal Program." The rotors and searched /sealet antaincts will then be brought into and stored inside the PA, until used.
SCE concludes this process fully meets 10 CFR 73.55(d)(3) and the SONGS Physical Security Plan to ensure neither contraband nor prohibited items (which could be used for radiological sabotage) enter the PA. If you require any additional information, please let me know.
