Dear Mr. Moreyi
On July 11, 1998. the U.S. Nuclear Regulatory Commission (NRC) completed an
inspection'at your farley Huclear Plant (FNP).
The enclosed report presents-
.
the results of that inspeccion.
During the six-week period your conduct of activities at FNP 'was jenerally
characterized by safety-conscious ooerations, sound engineering and
maintenance practices, and careful ' radiological work controls.
The' enclosed Inspection Report identifies actimtes that viclate NRC
m
requirements that'will not be subject to enforcement action because the
licensee's efforts in. correcting the violation meet the criteria specified in
-NUREG - 1600,' Enforcement Policy, Revision 1.
However, the NRC is concerned
'about the continued procedure adherence problems. The NRC expressed a similar
concern in the cover letter of Inspection Report 50-348/97-03 and 50-364/97-
03, issued April 28, 1997. The broadness review of the procedural adherence
problems that you completed in response to that NRC concern identified that
previous corrective actions for these types of problems were not as successful
as desired and that some-problems identified in your'1995 broadness review
- still exist. The NRC concluded that individually the procedural non-
compliances did not jeopardize plant safety: however, collectively. they
represent a recurring problem that warrants continued licensee management
attention.
