Joseph M. Farley Nuclear Plant - Units 1 and 2 Proposed Change to Technical Specification 6.9.1.9 Pursuant to 10CFRSO.90 Alabama Power Company herewith submits a proposed change to Technical Specification 6.9.1.9 for the Joseph M. Farley Nuclear Pl ant-Units 1 and 2. This change consists of amending the Semiannual ,

Radioactive Ef fluent Release . Report requirements to allow the use of ]

historical annual average meteorological data to determine the doses due to '

the routine release of radioactive gaseous effluents. This option is allowable as provided in NUREG-0133 and is consistent with the Technical f Specification Bases and Final Safety Analysis Report.

Technical Specification 6.9.1.8 requires that routine radioactive ef fluent release reports covering the operation of the units during the previous six months of operation be submitted within 60 days af ter January 1 and July 1 of each year. Technical Specification 6.9.1.9 requires that the radioactive effluent release report submitted 60 days af ter January 1 of each year include an assessment of the radiation doses due to the radioactive liquid I and gaseous effluents released from the units during the previous calendar year. The gaseous pathway doses are to be determined using the meterological conditions concurrent with the tine of release of radioactive  ;

materials in gaseous ef fluents (as determined by sampling frequency and l measurement). 1 However, Sections 3.3, S.2.1, and 5.3.1 of NUREG-0133, " Preparation of Radiological Effluent Technical Specifications for Nuclear Power Plants,"

state the use of historical annual average meteorological conditions is 1 acceptable for calculating doses due to routine gaseous ef fluent releases.

U. S. Nuclear Regulatory Commission December 9, 1987 Page 2 In fact, Section 3.3 of NUREG-0133 opens with the following statenent:

"The Standard Technical Specifications consider the historic annual average atmospheric dispersion condition rather than real time dispersion conditions in determining the LCO for radioactive materials in gaseous e f fl uen ts . "

In addition, the bices for Technical Specification 3/4.11.2, " Gaseous Effluents," refer to historical average atmospheric conditions in calculating doses do to gaseous effluents. The bases for Specification 3/4.11.2.2,

" Dose-Noble Gases," state that the Offsite Dose Calculation Manual (ODCM) equations provided for determining the air doses at the site boundary are based upon the historical average atmospheric conditions. Also, the bases for Specification 3/4.11.2.3, " Dose-Radiciodines, Radioactive Materials in Particulate Form and Radionuclides Other Than Noble Gases," state that the ODCM calculational methods provide for determining the actual doses based upon the historical average atmospheric conditions. These statements are consistent with current Westinghouse Standard Technical Specifications. In fact, NUREG-0133 states that annual average atmospheric dispersion conditions were used as the basis for the 9tandard Technical Specifications.

Furthermore, the existing 00CM for the Farley Nuclear Plant, which has been approved by the Commission, already contains the methodology for calculating doses due to gaseous effluents based on historical average atmospheric conditions.

The proposed change is also consistent with Section 2.3.5 of the Standard Review Plan (SRP) (NUREG-0800). Paragraph III.4 of Section 2.3.5 of the SRP states that the NRC Staff in their assessment of the consequences of routine airborne radioactive releases will use annual average relative concentration (X/Q) and relative disposition (D/Q) values.

In addition, this proposed change corrects a typographical error. The letter "r" was omitted from the word "or" in the fif th line of the second paragraph of page 6-18 of both the Unit 1 and Unit 2 Technical Specifications.

The proposed technical specification changes are provided in Attachment 1.

Alabama Power Company has determined that the proposed changes are not considered to involve a significant hazards consideration. In accordance with 10CFR50.92, a significant hazards consideration evaluation is provided in Attachment 2.

Alabana Power Company's Plant Operations Review Committee has reviewed these proposed changes and the Nuclear Operations Review board will review these proposed changes at a future meeting. It is requested that these changes be approved by January 29, 1988. Pursuant to 10CFR170.21, the required License Amendment Application Fee of $150.00 is enclosed. A copy of this proposed change has also been sent to Dr. C. E. Fox, the Alabama State Designee, in accordance wi th 10CFR50.91(b)(1).
