I Gentlemen:
The McGuire Unit 1 end of cycle 4 refueling outage has been completed with cycle 5 startup (initial criticality) achieved on November 12, 1987.
This reload was accomplished under the provisions to 10CFR 50.59.

Pursuant to Technical Specification 6.9.1.9, attached is the Peaking Factor Limit J
Report for McGuire Unit 1/ Cycle 5.
This report provides the W(Z) functions that 1
o be used for RAOC and base load operation during Cycle 5, and the value for J
are APL For both RAOC and base load operation, a set of data covering three l
specific burnup steps is provided which permits the determination of W(Z) at any cycle burnup through the use of three point interpolation.
The information for base load operation has been obtained using a +5 percent AFD about a measured target in the power interval between 80% and 100% of rated thermal power.
Fig-ures 1-3 are the W(Z) functions appropriate for RAOC operation and Figures 4-6 are the W(Z) functions appropriate for base load operation.
The appropriate W(Z) function is used to confirm that the heat flux hot channel factor, Fq(z), will be limited to the values specified in the Technical Specifications.
