Portsmouth Gaseous Diffusion Plant (PORTS)

Docket No. 70-7002 Certificate Amendment Request - Statistical Sampling of Russian Cylinders

)

INFORMATION TRANSMITTED HEREWITH IS PROTECTED FROM PUBLIC DISCLOSURE AS CONFIDENTIAL COMMERCIAL OR FINANCIAL INFORMATION AND/OR TRADE SECRETS PURSUANT TO 10 CFR 2.790 AND 9.17(A)(4)

Dear Dr. Knapp:

In accordance with 10 CFR 76.45, the United States Enrichment Corporation (USEC or Corporation) hereby submits a request for amendment to the Certificate of Compliance for the Portsmouth j

Gaseous Diffusion Plant (PORTS). This certificate amendment request revises the Fundamental Nuclear Materials Control Program (FNMCP) and Transportation Security Plan (TSP) to allow receipt measurements for Russian origin UF materials to be established using statistically based 6

sampling plans. Current FNMCP and TSP requirements specify that 100 percent of the cylinders received shall be sampled and analyzed.

The " Plan for Achieving Compliance with NRC Regulations at the Portsmouth Gaseous Diffusion Plant," DOE /ORO-2027/R3, Issue A.2, requires that USEC evaluate sampling and analytical requirements and alternate analysis techniques be developed. The proposed change will eliminate unnecessary liquid sampling of 2.5-ton UF. cylinders and allow receipt measurements to be completed within thirty (30) days of cylinder receipt, as required by NRC regulations.

j provides a detailed description and justincation for the proposed change. Enclosure 4 i

is a copy of the revised FNMCP and TSP pages. Enclosure 5 contains the basis for USEC's determination that the proposed changes associated with this certi6cate amendment request are not signiGeant.
