In accordance with the provisions of 10CFR55.45(b)(5)(ii) and (b)(5)(vi).

TU Electric herein submits the four year Simulator Certification Report. As explained in Reference 1 above. this submittal represents the combined four-year certification activities for both Units 1 and 2.

TV Electric's last submittal of this. required four-year report was per Reference 2.

There are no uncorrected performance test failures nor have the performance tests previously administered changed since the initial certification submittal. However, modifications to future malfunction tests as submitted with the enclosed NRC Form 474 " Simulation Facility Certification" will be 1

l in effect during the next four-year period, with approximately 25 percent of l

the performance tests administered per year. The simulator certification l

testing schedule remains the same as in Reference 2 except as noted in the 1

enclosed Four Year Halfunctior Test Schedule.

Chanaes to the Four Year Malfunction Test Plan 1)

Malfunctions have been added to a new catagory labeled " test pr/or to use".

These malfunctions are seldom if ever used and do not reside in the CPSES Requal or initial programs. Any malfunction labeled as " test prior to use"will not be accessible from the instructor station, but can be seen in the Malfunction Cause and Effects book. If a malfunction is labeled as " test prior to use", the instructor building the scenario must generate a Simulator Action Request to have the malfunction formally tested prior to use by any of the classes. Once a malfunction is tested in this manner, the test sheets will be added to the Annual Test Report and vaulted as part of the Annual Test Program documentation. A significant portion of the malfunctions (83 of 143) moved to this catagory were RM, radiation monitoring, and simply caused a detector to fail to a specified severity with the remaining malfunctions (60 of 143) from various system catagories not regularly used for training. These changes do not violate the requirements of ANSI /ANS-3.5,1985 standard, section 3.1.2 Plant Malfunctions.

Three malfunctions numbers have been deleted from the annual test program.

CV25 - BCMS failure, the BCMS system is no longer in use at CPSES.

FWO2 - Feedwater system leaks, this malfunction has been split into FW31A-D and FW32A-D to allow better training usage. Instead of simply having a feedwater leak inside containment, the instructor may now choose a location as well.

IA05 - Service Air Compressor trip, the service air compressor at CPSES i

I was removed and a dual unit service air compre,ssor installed. The new unit is only used between the hours of 07:00 and 15:30 Monday through Friday and this malfunction was deemed unnecessary.

CPSES currently has 32 malfunctions "In Development". These malfunctions numbers have been selected as place keeping aides for the simulator group and will be implemented when our new containment, feedwater and heater drain models are completed.
