RESOLUTION OF UNRESOLVED SAFETY ISSUE (USI) A-46 FOR PRAIRIE
. ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 (TAC NOS. M69474 AND M69475)
Dear Mr. Anderson:
In a letter dated November 20,1995, Northern States Power Company (NSP) submitted a report summarizing the results of its USl A-46 implementation program. N3P's USl A-46 program at Prairie Island Units 1 and 2 was established in response to Supplement 1 to Generic Letter 87-02 through a 10 CFR 50.54(f) letter. The staff has concluded that NSP's USI A-46 implementation program has, in general, met the purpose and intent of the criteria of the Generic implementation Procedure, Revision 2, and the staff's Supplemental Safety Evaluation Report No. 2 for the Resolution of USI A-46. The staff has determined that NSP's already completed actions and commitments to complete the resolution of the remaining outliers will result in safety enhancements, in certain aspects, that are beyond the original licensing basis.
l As a result, NSP's actions provide sufficient basis to close the USl A-46 review at Prairie Island.
l The staff also has concluded that its findings regarding NSP's implementation of USl A-46 do not warrant any further reoulatory action under the provisions of 10 CFR 50.54(f). Licensee activities related to the A-46 Implementation are subject to NRC inspection.
Enclosed is the safety evaluation of NSP's USI A-46 implementation program at the Prairie
~ Island Nuclear Generating Plant, Units 1 and 2.
