Gentlemen:

This refers to the inspection conducted by Messrs. D. D. Chamberlain and

W. B. Jones of this office during the period November 1-21, 1987, of activities

authorized by NRC Operating License NPF-47 for the River Bend Station, and to

the discussion of our findings with you and other members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included review of the licensee identified

problem with a misaligned instrument root valve, surveillance test observation,

maintenance observation, safety system walkdown and operational safety

verification.

Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with personnel,

and observations by the NRC inspectors. The inspection findings are documented

in the enclosed inspection report.

During this inspection, it was found that certain of your activities appeared to

be in violation of NRC requirements. As dicussed in our telephone conversation

of December 2,1987 with you, we have scheduled an enforcement conference

in our office at 10:00 a.m. on December 14, 1987 to discuss your

understanding of these apparent violations, the reasons for occurrence, and your

corrective actions. We will also discuss the Enforcement Policy, if appropriate.

An agenda for this meeting is enclosed.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items are identified in

paragraph 3 of the enclosed report.
