NRC POINT BEACH SECURITY INSPECTION REPORTS 50-266/98016(DRS);
50-301/98016(DRS)
Dear Mr. Patulski:
On July 17,1998, the NRC completed an inspection at your Point Beach Nuclear Plant. The
enclosed report presents the results of that inspection.
)
Areas examined within your security program are identified in the report. Within those areas,
the inspection consisted of a selective examination of procedures and representative records,
observation of performance, and interviews with staff. The objective of the inspection effort was
to determine whether activities authorized by the license were conducted safely and in
accordance with NRC requirements.-
Based on the results of this inspection, no cited violations of NRC requirements were identified.
However, we are concemed that security management was not effective in resolving two
potentially significant security problems in a timely manner. ln both cases long term
compensatory measures were required to be implemented that strained security officer
_
resources. We acknowledged your awareness of the management monitoring problems and
. your action to implement improvements to ensure that security issues are addressed and
resolved in a timely manner.
The overall effectiveness of your security program was fundamentally sound. Except for the
. findings noted in this report, on-duty security personnel demonstrated proper implementation of
security requirements. Security equipment functioned as designed.
