Gentlemen:

This refers to the inspection conducted by Mr. R. E. Farrell of this office

I

during the period October 30 through November 3,1987, of activities authorized

by NRC Operating License DPR-34 for the Fort St. Vrain Nuclear Generating Station,

and to the discussion of our findings with you and other members of your staff

!

at the conclusion of the inspection.

l

The area examined during the inspection was licensee action on NRC

Violation 267/8619-03 (corrective action request program). Within this area,

i

the inspection consisted of selective examination of procedures and

j

representative records, interviews with personnel, and observations by the

j

NRC inspector.

The inspection findings are documented in the enclosed inspection

report.

Significant progress to correct deficiencies in your corrective action program

)

l

were noted during this inspection period.

You have instituted an aggressive

l

audit and identification program, and have demonstrated the ability to take

'

l

effective comprehensive corrective action.

While the progress made and work

demonstrated is commendable, management attention should be directed to the

long time span between identification of deficiencies and the commencement of

effective, thorough corrective action. We will continue to monitor your

progress in establishing a fully satisfactory corrective action program and

your actions to bring this matter to a closure.

I

Within the scope of the inspection, no violations or deviations were

identified.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.

Sincerely,

l
