DEC Mr. Robert D. Martin Regional Administrator U.S. Nuclear Regulatory Commission Region IV 611 Ryan Plaza Drive, Suite 1000 Arlington, Tx, 76011 Re ferences :

1.

Docket No. 50-285 2.

Letter OPPD (R. L. Andrews) to NRC (R. D. Martin) dated December 1, 1987 (LIC-87-815)

Dear Mr. Martin:

SUBJECT:

Follow-up and Withdrawal of Enforcement Discretion Request of December 1, 1987 On December 1, 1987, members of my staff discussed enforcement discretion with the Fort Calhoun Station Senior Resident Inspector and members of your staff in Arlingtoa.

This was to allow a short-time opening of PCV-742B to adjust the seal, required to bring test leakage to within allowable limits.

The request for relief from Technical Specification 2.6 was rendered unnecessary at approximately 1615 yesterday when an adjustment was made to the mechanical stops for valve PCV-7428.

The valves were then successfully tested last evening, with no detectable leakage.

This testing was witnessed in part by the Resident Inspector, and was discussed with Mr. J. Callan of your office.

OPPD appreciates the efforts and timely attention of your staff in assisting us in this matter.

OPPD will also be providing follow-up information of a technical nature in the Licensee Event Report for this occurrence.

Again, thank-you for your attention to this matter.

Sincerely, n j%, 8.4,

/
