Gentlemen:

This refers to the routine safety inspection conducted by Mr. T. J. Ploski

and Ms. M. J. Smith of this office on November 2-6, 1987, of activities at

the Quad Cities Nuclear Generating Station, Units 1 and 2, authorized by NRC

Operating Licenses No. DPR-29 and No. DPR-30, and to the discussion of our

findings with Messrs. R. Bax and J. Golden and others of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas- the inspection consisted of a selective

,

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities were in violation of NRC

requirements, as specified in the enclosed Notice. A written response is

required on each violation within 30 days of the date of this correspondence.

We are concerned about the continued decline of the overall quality of the

emergency preparedness program at the Quad Cities Station, as evidenced by

the number and nature of our findings.

However, we are somewhat encouraged

by several commitments for timely corrective actions on certain aspects of

the emergency preparedness program. Specifically, commitments (documented

in Section 4.d in the attached report) were made by your staff to develop

and complete the 1987 emergency preparedness training program for all onsite

emergency organization personnei by December 31, 1987.

Furthermore, the

1987 training would be conducted by qualified instructors utilizing a matrix

of relevant implementing procedures and approved lesson plans.

Finally,

the 1988 emergency preparedness training program for onsite emergency

response personnel would be adequately defined by March 31, 1988.

If your

understanding of these commitments does not agree with ours please contact

this office immediately.

In addition, within 45 days of the issuance of this letter, we would like

to meet with your staff to discuss the status of your short and long term

corrective actions on items identified in this report, and any other issues

needing corrective action that your staff may have identified since this

inspection.
