SUBJECT: .NRC INSPECTION OF THE TROJAN NUCLEAR PLANT

This refers to the unannounced routine inspection conducted by Mr. C. Ramsey j

of this office on September 21 through 25, 1987, of activities c 3.horized by l

NRC license No. NPF-1 and to the discussion of our findings hela with members

of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspector.

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A. Your

response to this Notice is to be submitted in accordance with the provisions

of 10 CFR 2.201.

Furthermore, although the efforts you are taking to achieve compliance with

the requirements of Appendix R to 10 CFR 50 are recognized by the NRC, a

number of other issues raised in this report regarding implementation of your

fire protection program are considered to be significant. We wish to

re emphasize to you the importance that the NRC places on effective

implementation of the routine fire protection program. You are requested to

include in your response your position regarding the following additional

issues discussed in the report:

1. Fire pump testing in accordance with governing code design criteria

(paragraph 3.B(2)).

2. Use of the offsite Fire Department to provide a backup water supply to

the Service Water System (paragraph 48).

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

The response directed by this letter and the accompanying Not ke is not i

subject to the clearance procedure of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
