SAFETY EVALUATION ON THE RESOLUTION OF UNRESOLVED SAFETY ISSUE A-46 AT THE DUANE ARNOLD ENERGY CENTER (TAC NO. M69444)

Dear Mr. Liu:

Enclosed is the staff's safety evaluation (SE) of IES Utilities Inc 's Unresolved Safety issue (USI) A-46 implementation program at the Duane Amold Energy Center (DAEC). IES Utilities Inc established its USl A-46 program at the DAEC in response to Generic Letter (GL) 87-02 through a 10 CFR 50.54(f) letter. The staff concludes that IES Utilities Inc.'s A-46 implementation program has, in general, met the purpose and intent of the criteria in Generic Implementation Procedure, Revision 2 (GIP-2) and the NRC's Supplemental Safety Evaluation Report No. 2 (SSER No. 2) for the resolution of USI A-46. The staff has determined that the IES Utilities Inc.'s corrective actions and completed physical modifications for resolution of outliers will result in safety enhancements that are beyond the original licensing basis in certain iespects. Accordingly, these actions and modifications provide sufficient basis to close the USl i A-46 review at the DAEC. The staff also concludes that the IES Utilities Inc.'s implementation l programs to resolve USl A-46 at the DAEC have adequately addressed the purpose of the 10 CFR 50.54(f) request. IES Utilities Inc.'s activities related to the USl A-46 implementation are subject to NRC inspection.
