SUBJECT:
TROJAN NUCLEAR PLANT-INTEGRITY OF-FIRE BARRIERS Since June 17, 1987, Portland General Electric Company (PGE) has ' issued six individual notifications (Special Reports) regarding fire barriers being nonfunctional for a period greater than seven-days. Although the fire barrier
~ deficiencies were attributed to.various causes, the majority of deficiencies was.due to the improper _ attachment of metal panels to fire doors.
Although the rise in observed deficiencies may be attributed to more comprehen-sive and increased surveillance,'we are concerned that the increase in deficiencies may also be an indication of plant staff not fully recognizing the importance of fire barriers.
Since the effectiveness of the Trojan Fire Protection Plan _(PGE 1012) is depend-ent, in part, on the functionality of fire barriers, we view this irregular spate of identified deficiencies as an opportunity for PGE to review the effectiveness of existing surveillance and/or work request review practices with respect to fire barriers, and to increase the plant staff's awareness and understanding of fire barrier integrity, as well as other elements which contribute to fire protection and prevention.
