DOCKETS 50-266 AND 50-301 ADDITIONAL INFORMATION ON POTENTIALLY UNQUALIFIED EXTENSION CABLE USED WITH ENVIRONMENTALLY QUALIFIED SOLENOID VALVES POINT BEACH NUCLEAR PLANT UNITS 1 AND 2

'As requested by NRC Region III personnel during a conference call on November 18, 1987, this letter provides additional information regarding the use of potentially unqualified extension cable with environmentally qualified (EQ) solenoid valves at Point Beach.

This letter ie a followup to my letter to you dated September 30, 1987. As requested, a table listing each valve's tag number, functional description, location, normal operating position, safety position, and identification.of those valves used in post-accident sampling is provided in Attachment 1.

Due toL the cost'in confirming similarity between our installed cable and previously qualified GE Vulkene Cable, and the cost of new environmental qualification testing,.we decided for economic reasons to replace that GE cable for which we lack the required ,

EQ documentation. The replacement of.the GE cable in Unit 2 was completed during our. fall: outage and is planned at Unit 1 during a scheduled refueling outage beginning in April 1988.

In order to enhance our justification for continued operation (JCO), NRC Region III personnel requested that we provide documentation that would support the possible qualification of the GE cable. Attached are ccpi'o of two environmental qualification reports on GE Vu2kene Cable. One report documents the environmental qualification testing to the conditions of a BWR plant and the second report tested a similar cable to PWR plant conditions. The latter conditions are more severe than J those postulated for Point Beach. Therefore, we believe that the 1 cable is qualifiable and that the short extension cables still installed on Unit 1 are capable of surviving the harsh l environments resulting from postulated design basis accidents. )
