MINUTES OF THE JULY 28,1998 MEETING WITH THE NUCLEAR ENERGY INSTITUTE TO DISCUSS PERFORMANCE INDICATORS AND PERFORMANCE ASSESSMENT in SRMs dated June 28,1996, and February 14,1997, the Commission directed the staff to review and improve the numerical indicators used by NRC to monitor and assess commercial nuclear power plant performance, including identifying new objective, meaningful, and leading I performance indicators. in an SRM dated October 24,1997, the Commission also directed the staff to explore the use of INPO/WANO indicators. Additionally, the Advisory Committee for Reactor Safeguards (ACRS) has recommended that the staff consider the use of a top-down approach in the development and use of indicators for assessment purposes.

The Nuclear Energy institute (NEI) has developed a top-down approach that uses recently developed indicators as well as INPO/WANO indicators. An outline of this concept was presented at the April 1998 Regulatory information Conference and discussed with the staff in a public meeting on May 19,1998.

The purpose of the July 28,1998, meeting was to discuss, in a public forum, progress in development and any results achieved by NEl. This includes proposals for implementation of an overall assessment process as well as performance indicators. The Union of Concemed Scientists was invited to participate in this discussion, but did not attend. The original agenda and a list of participants is attached. Region IV participated via phone.

The meeting was opened at 9
00 a.m. by R. Barrett, who ,'!elcomed all attendees and provided ,

opening comments. Mr. Barrett also requested that all participants introduce themselves.

application of the indicators to a regulatory oversight process. Copies of the slides used during the presentation are attached. T. T. Martin l oversight process that would include a risk-informed baseline inspection, performance assessment and regulatory enforcement. During Mr. Floyd's presentation, the staff asked numerous questions and provided comments and suggestions for consideration. All attendees were solicited for comment.

Major comments / issues included the following:

1. The staff. .nestioned the relationship of the process to risk. It appears that the indicators in Tier ll provide the connection to risk. The staff would like NEl to describe how the indicators cover the areas important to risk.
2. The staff expressed concern regarding the use of individual indicators to define the threshold for Agency action. The opinion was expressed that a better method would be to integrate several indicators to provide an overall picture of plant performance and isolate root causes of poor performance.
3. The staff expressed concern that the process did not directly address human performance issues.
4. The staff requested that NEl identify those areas of plant performance not directly measured, such as security and human performance.

Because of the focus on the regulatory oversight process, the overall lead for this interaction with NEl was shifted to NRR, with AEOD retaining responsibility for the technical aspects of the performance indicators. M. Johnson, NRR, discussed the need for further interaction with NEl and the coordination of the IRAP public comment period and public workshops in September 1998. Additionalinteraction will be scheduled as needed.
