Docket No. 70-7002 Certificate Amendment Request - Update the Application Safety Analysis Report - Submittal of Rail Car Seismic Analysis Results

Dear Dr. Knapp:

By letter dated October 31,1997 (see the reference), USEC submitted a certificate amendment request containing the Safety Analysis Report Update (SARUP) required by Issue 2 of DOE /ORO-2027, " Plan for Achieving Compliance with NRC Regulations at the Portsmouth Gaseous Diffusion Plant," (the Compliance Plan) for NRC review and approval. USEC's October 31,1997, letter contained the following commitment:

l The SARUP re-classifies the X-330 rail cars for tails cylinders as Q components. A seismic analysis will be performed to assess the capacity of the rail cars to withstand the evaluation basis earthquake event. The results of the analysis, including the identification of any necessary modifications and the associated implementation schedule, will be sobmitted to the NRC by

' August 3,1998.

In accordance with this commitment, the seismic analysis of the rail cars has been completed. A summary of the results follows.

The rail cars utilized at PORTS for handling ofliquid UF cylinders were evaluated for response to 6

seismic induced loads from the Evaluation Basis Event (EBE) earthquake analyzed in the SARUP submittal. The rail cars were determined to have intrinsic capccity, cased on typical railroad car standards, to meet the load demands of the EBE seismic event. Previous modifications made to the rail cars by PORTS to support liquid UF, cylinders, including the addition of cradles, were reviewed relative to the EBE seismic event. The analyses performed, which are available at the site for review, concluded that: (1) the cylinder cradles would remain attached; (2) the cylinders would remain in the f

July 31,1998 GDP 98-0157, Page 2 cradles; and (3) the rail car would remain stable on the tracks. As such, there was no cylinder failure predicted as a result of an EBE seismic event. No further modifications to the rail cars are required.

I Based on the results of this seismic analysis, USEC will revise the boundary description of the rail cars in SARUP Table 3.8-1. The revised boundary description will be submitted to the NRC by November 20,1998.
