APPLICABILITY: MODES 1, 2, 3, and 4.

ACTION:

a. 4.8.2.1.1 Each D.C. bus shall be determined OPERABLE and energized from its battery at least once per 7 days by verifying correct breaker alignment.  !

4.8.2.1.2 Each 125-volt battery bank and its associated charger shall be demonstrated OPERABLE:

a. At least once per 7 days by verifying that:
1) The parameters in Table 4.8-2 meet the Category A limits, and
2) The total battery terminal voltage is greater than or equal to 126 volts on float charge.

b. At least once per 92 days and within 7 days after a battery discharge i with battery terminal voltage below 110 volts, or battery overcharge with battery terminal voltage above.145 volts, by verifying that:
1) The parameters in Table 4.8-2 meet the Category B limits,
2) There is no visible corrosion at either terminals or connectors, or the connection resistance of these items is less than 150 x 10 8 ohm *, and
3) The average electrolyte temperature of all connected cells is above 60 F.
c. At least once per 18 months by verifying that:
1) The cells, cell plates, and battery racks show no visual  ;

-indication of physical damage or abnormal deterioration,

2) The cell-to-cell and terminal connections are clean, tight, and i coated with anticorrosion material, ,
3) The resistance of each cell-to-cell and terminal connection is  !

e. At least once per 60' months, during shutdown, by verifying that the battery capacity is at least 80% of the manufacturer's rating when subjected to a performance discharge test. This performance discharge test may be performed in lieu of the battery service test required by Specification 4.8.2.1.2d.;
f. At least once per 18 months during shutdown, by giving performance discharge tests of battery capacity to any battery that shows signs of degradation or has reached 85% of the service life expected for the application. . Degradation is indicated when the battery capacity

EVAU mTION OF SIGNIFICANT HAZARDS CONSID_ERATIONS

Hl -Commonwealth Edison has evaluated this proposed amendment and' determined that,it' involves no.significant hazards considerations.

According to'10 CPR 50.92(c),-a' proposed amendment to.an' operating license.

involves no significant hazards considerations if operation of the_tacility.

l in accordance with the proposed amendment would not:.

(1).' Involve a~significant increase.in the probability or consequences

~of.an accident'previously evaluated; or

.(2) Create the possibility ofLa new or different kind of accident.from

, , any accident'previously evaluated; or  ;

> (3) Involve,a significant reduction-in.a margin of safety.

'This' proposed amendment controls the use of the'D.C. crosstie between opposite unit D.C. buses. Accidents previously evaluated assume a certain load profile on a D.C. bus. .The D.C. bus loading, when using the crosstie, will be restricted so the capacity of the operating unit's battery will not be exceeded in the event of a single failure.and simultaneous

~a ccidentiand loss of offsite power conditions. A single failure and simultaneous accident and loss of-offisite power are the conditions assumed u for a'D.C. bts in previously evaluated accidents. As.a result, the-E probability or consequences of accidents previously evaluated are not changed by this proposed amendment.

. The only new or different kind of accident which could be created by this proposed amendment would involve an interaction between the two D.C.

buses which are crosstied. However, a breaker exists on either side of the crosstie which would isolate any potential short circuit from either unit.

These breakers are coordinated with the D.C. bus main breaker to assure the crosstie will isolate from the affected D.C. bus before the battery would be

isolated. All of these breakers'are Class 1E. For these reasons, a new or different kind of accident will not be created from this proposed amendment.

This proposed amendment will allow use of-some margin in the capacity of the batteries which was allocated for future D.C. loads.

However, no design margin in the batteries (i.e., aging or temperature correction factors) has been affected by this proposed amendment.

Accordingly, no margin of safety has been reduced.

Based on the preceeding assessment, Commonwealth Edison believes this proposed amendment involves no significant hazards considerations.
