20555 Re:

Licence Amendment for Diablo Canyon Docket 50-275 Federal Register Volume 52, page 39304

Dear Sir:

As interveners in the Diablo Canyon proceedings since 1973, the Mothers for Peace oppose Pacific Gas and Electric's (PG&E) requast for an amendment which would allow them to delay the final report on their long term seismic e*udy.

Concerns raised by the ACRS in 1978 and timely studies suggesting a recharacterization of the Hosgri Fault, led the Commission to impose a specific license condition - namely a continued seismic analysis which became known as the Long Term Seismic Program.

As interveners we relied on that condition.

The credibility of the NRC would be further undermined if it were to grant PG&E's request.

The NRC's actions would ignore the safety concerns of the public.

PG&E's involvement with the California Public Utilities Commission is a direct result of its negligence in properly handling the seismic issue.

To grant them an extension of time to present their current findings is to compound their original irresponsibility and errors, and would make the NRC the vehicle for their continued deceptions.

i If'PG&E cannot comply with the original conditions of the license, then PG&E.would be in violation of'its license and operation of the plant must cease.

In the event a hearing is held, we request standing as parties.

Sincerely,
