. , The NRC determined that positive changes are being made in the procurement 1

process at TVA~and SQN through organization and procedural changes. Based 1

onLthe inspectors' reviews and evaluations, the NRC considered that the.. l

.new procedures and controls gcVerning.the relationship between Office of l

Nuclear Power'(ONP) a'nd TVA Purchasing.were adequate to ensure that nuclear

material; and-equipment. (including replacement parts) met' appropriate nuclear

requirements.. While changes were"in process. the NRC identified concerns ;

-in the areas of procurement dedication package preparation and. inspection i

& l instructions for receiving inspectors. Resolution of concerns'in these- 1

i areas of the new procurement program,:as well as TVA's resolution for the !

'

missing MRs identified by' RIP is considered an inspection follow-up. item 1

The NRC' determined that TVA is taking corrective action on the SSOMI

violation examples which TVA. admitted to as being violations. Relative to

l the violation examples denied by TVA, thelNRC was able to close all-but four.

L . These will' be reviewed during future staff follow-up activities.

The NRC determined that while the.overall CSSC process is somewhat cumbersome

and difficult to implement,;it is . acceptable,and meets regulatory and FSAR- 1

requirements; however, some observations and recommendations are discussed in. 1

L the. enclosed report.

~ The NRC determined that the QA program at Sequoyah appeared to be improving. {

consistent with the comitments of the Nuclear Performance Plans and'the-0A

. Topical. With regard to the CA0R Program, the NRC determined that Sequoyah

was pursuing resolution of TVA identified problems with the program; however,

o the NRC did provide coments in the report to assist in TVA's resolution of

programmatic problems. q

In addition to the one unresolved item and one inspection follow-up item i

-discussed above, two additional inspection follow-up items were identified.

These will be resolved during future NRC inspections. Details of these ,

items'are discussed in the enclosed inspection report.

Any required action on TVA's part regarding open, previous inspection -1
