EXAMINATION REPORT NO. 50-271/87-10 (OL)
During the weeks of July 13, 1987 and August 24, 1987, the NRC administered
examinations to employees of your company who had applied for licenses to
operate the Vermont Yankee Nuclear Power Station.
At the conclusion of the examination, the written examination questions and
preliminary findings were discussed with those members of your staff identified
in the enclosed report.

The NRC staff has two areas of concern that warrant your immediate attention.
)
The first is the performance of your plant reference simulator during the
i
operating examinations conducted during July and August.
Specific deficiencies
are noted on Attachment 5 of this report.
The staff is requesting that the
identified performance deficiencies be corrected, prior to the next scheduled
i
operating examinations.
This will enable the examiners to develop high quality
j
evaluation scenarios and provide your license candidates with plant fidelity
l
during training.

The second area of concern is the reference material that was sent to Region I
for the development of the written examinations. As a result of the facility
comments forwarded to Region I in your July 22, 1987 letter (Attachment 3) a
detailed review of the referenc? material provided was conducted by the Chief
Examiner in order to resolve those comments. The Chief Examiner noted that
i
numerous alternate answers were not contained in the reference material provided

to the staff for development of the written examination.
The staff requests
that you review this reference material and correct identified discrepancies.
Attachment 4 of this report details the NRC response to your facility comments.
