EVALUATION OF RELIEF REQUEST NDE-R020 - DUANE ARNOLD ENERGY CENTER (TAC NO. MA1576)

Dear Mr. Liu:

By letter dated April 26,1996, IES Utilities Inc. (lES) submitted its inservice inspection (ISI) plan for the third 10-year inservice inspection interval of the Duane Arnold Energy Center (DAEC). By letter dated March 23,1998, the NRC provided its evaluation of the DAEC ISI plan and its associated relief requests. In its evaluation, the NRC staff stated that the review of relief request NDE -R020 would be evaluated in a separate report.

Based on discussions with the staff, IES submitted a revision to relief request NDE-R020 on May 15,1998. The staff has reviewed and evalaated relief request NDE-R020 as documented in the enclosed safecy evaluation. The staff has determined that the proposed alternative to use the DAEC Technical Specification requirements for visual examination and functional testing for snubbers provides an acceptable level of quality and cafety. Accordingly, the alternative is authorized pursuant to 10 CFR 50.55a(a)(3)(i).
