EVALUATION OF THE THIRD 10-YEAR INSERVICE INSPECTION INTERVAL PROGRAM PLAN REQUESTS FOR RELIEF FOR THE DUANE ARNOLD ENERGY CENTER (TAC NO. M95412)
Dear Mr. Liu:
1 By letter dated April 26,1996, IES Utilities Inc. (lES) submitted to the NRC requests for relief I
from the requirements of the applicable ASME Code,Section XI, during the third 10-year inservice inspection interval of the Duane Amold Energy Center (DAEC). The submittal contained 33 relief requests as indicated in Enclosure 1. Additional information with respect to 4
these relief requests was provided in subsequent letters dated September 30, October 3, October 31, November 26,1996, January 21, and June 26,1997.
The staff has evaluated the information provided by IES regarding these relief requests. The staff found 21 of the licensee's requests or alternatives acceptable,11 requests for relief or alternatives were either withdrawn or not required. Relief Request NDE-R020 was not within the scope of this review and will be evaluated by the NRC in a separate report. The staff determined that Relief Request NDE-R004 was not required. Relief requests NDE-RO11, NDE-RO12, NDE-RO13, NDE-RO14, NDE-RO15, NDE-RO17, NDE-RO18, PR-001, PR-002, PR-003, PR-004, PR-005, PR-006, and PR-007 are authorized pursuant to 10 CFR 50.55a(a)(3)(i) or 10 CFR 50.55a(a)(3)(ii) in that the licensee's proposed alternatives provide an acceptable level of quality and safety or that compliance with the Code would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. Regarding IES requests for relief NDE-R006, NDE-R007, NDE-R008, NDE-R009, NDE-010, NDE-R021, and NDE-R023, the staff has determined that the requirements of the Code are impractical and the reliefs are granted in the third 10-year interval pursuant to 10 CFR 50.55a(g)(6)(i). The relief granted is authorized by law and will not endanger life or property or the common defense
