NRC INTEGRATED INSPECTION REPORT 50-413/98-07 AND 50-414/98-07
Dear Mr. Peterson:
On July 4, 1998, the NRC completed an inspection at your Catawba Nuclear
i
Station. The enclosed report presents the results of that inspection.
During the six-week period covered by this inspection, your conduct of
activities at the Catawba Nuclear Station was generally characterized by
safety-conscious operations, as well as adequate engineering, maintenance, and
'
radiological controls.
However violations of NRC requirements were
identified and are cited in the enclosed Notice of Violation (Notice).
Described in detail in the enclosed. report. the violations involve the
May 7, 1998. Unit 1 upper surge tank over-temperature event and its degrading
effect on the auxiliary feedwater system. These violations reflect our
related concerns over operator knowledge and prior opportunities to prevent
this event.

Although the issues addressed by the violations were previously documented in

Licensee Event Report (LER) 50-413/98-02..the LER did not include the dates
!
when ccrrective actions will be completed and when full compliance will be
achieved. Accordingly, you are required to respond to this letter and should

'
follow the instructions specified in the enclosed Notice when preparing your
response.
The NRC will use your response, in part to determine whether

further enforcement action is necessary to ensure compliance with regulatory
'
requirements.
