REPORT FOR IE BULLETIN 85-03 On May 15, 1986, Reference (c) was submitted as the initial response to IE Bulletin 85-03, ' Motor-Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings".

Thirty motor-operated valves were identified for evaluation in accordance with the requirements outlined in the Bulletin.

This report describes the evaluations performed and results achieved to date with regard to the thirty identified valves.

Program Descriptions l

l As stated in Reference (c), design criteria was obtained from Westinghouse and i

I United Engineers and Constructors (UE&C) for the thirty identified valves.

l This information was used in a calculation which defined a maximum and minimum 4

thrust for each valve. The interval between the maximum and minimum calculated thrust values is referred to hereinafter as the " calculated range."

The Seabrook Station Motor-Operated Valve Analysis and Test System (MOVATS) and other methods were employed to measure actual thrust values for each valve to verify that the measured thrusts fell within the calculated ranges. An engineering review of the test results was performed. As a result of the engineering review, five categcries were defined as shown below; and each valve wac placed in the most appropriate category.

CATEGORY CATEGORY DESCRIPTION I

MOVs which require immediate actions operability cannot te declared.

II MOVs which are operable but should receive performance improvements.

III MOVs which are operable but are being evaluated for optional performance improvements.

IV MOVs which are operable and require no performance improvements.

V MOVs which are operable but require alternate test methods for verification. to this report contains a Summary Report Data Sheet for each of the thirty identified valves.

The data sheets are grouped in accordance with the above categories.

Eight emergency feedwater valves are placed in Category V because they are equipped with motor operators manufactured by Rotork, Inc.

These Rotork operators utilize an unbalanced spring pack in their design.

During the course of our program, it was discovered that the MOVATS test equipment, as i

provided, was partially incompatible with the unique Rotork operator design.

l As a result, it was not possible to obtain all the test data required by the j

Bulletin utilizing MOVATS equipment alone.

Two attempts were made by MOVATS i

Inc. to produce compatible test equipment for this application; but these i

devices failed to produce acceptable results. Therefore, New Hampshire Yankee (NHY) working in conjunction with a subvendor developed suitable test j

equipment to test the Rotork operators. An ongoing effort is in progress to perfect this equipment and validate its test results. As such, data presented in this report for these Category V valves is preliminary.

Switch adjustments will not be made until the test method has been verified. Justification for 1

continued operation of these eight valves is provided in the preface to the Category V grouping of Summary Report Data Sheets in Enclosure 2.

Program Results:

In accordance with the requirements of IE Bulletin 85-03, each of the thirty motor operated valves identified in Reference (c) has been verified operable by the following review and test programs:

1) Maximum practical differential pressure testing.

2)

Design basis review as documented by Reference (c).

3) Calculated ranges established for maximum performance.
4) Verification of correct setpoints using one or more of the below test methods:

a) MOVATS testing.

j b) Westinghouse design criteria.

c) NHY procedure for limit switch setting.

d) Testing performed at vendor facilities.

As stated in Reference (c), fifteen percent of the identified valves will be inspected and tested every refueling outage.

Tests will be performed using NHY precedures and signature analysis technology to the extent possible.

In addition, a procedure has been developed to acquire data at motor control centers.

This procedure will be utilized whenever major maintenance is performed on these motor operated valves. A trending program, using data acquired at MCC's, is planned for these MOVs but cannot be incorporated at this time due to developmental problems with software.

It is currently planned to implement this program as soon as the software demonstrates an established confidence level.

CATEGORY III l

MOVs WHICH ARE OPERABLE BUT ARE BEING EVALUATED FOR OPTIONAL PERFORMANCE IMPROVEMENTS MOVs in this category developed actual thrust values at the torque switch trip setpoint which exceeded the calculated maximum thrust but were below the maximum design thrust.

It was verified that each valve had successfully been tested under dynamic conditions during the startup test program and would perform its intended safety function.

These valves will be the subject of further engineering evaluations.

If'it is identified that a lover torque switch setting is preferred, the torque switch setting will not be lowered until the valve can be tested under dynamic conditions.

PREFACE TO CATEGORY V The Rotork test data presented in this report is the result of a preliminary analysis of data acquired with test equipment developed by NHY. NHY is con-tinuing in its engineering efforts to perfect the test equipment and validate the test results.

HISTORY:

As the result of testing during the startup test program, the eight l

motor operators on these valves were removed and returned to their l

vendor (Rotork). At the manufacturer's facility, the units were disassembled and the spring packs were modified to increase the net output torque from 25 ft-lbs to the 40-45 ft-lbs range.

Each unit was calibrated and tested over its entire range of setting by the manufacturer.

The final setpoints were established and verified for each unit.

OPERABILITY VERIFICATION:

Each valve and motor operator was installed and set in accordance with NHY procedures. The torque switch setpoints were established by the vendor and have not changed since their return from the vendor.

Each valve and motor operator was tested under maximum practical DP conditions and demonstrated operable after the installation.

Initial attempts to perform MOVATS testing on the eight EFW isolation valves appear to have yielded questionable results.

For this reason, torque switch adjustments have not been made and will not be made until the NHY developed test equipment can be demonstrated reliable for both open and close data acquisition cycles.

CONCLUSION:

In accordance with the requirements of IE Bulletin 85-03, the proper switch settings have been established and set correctly by the manufacturer (Rotork Inc.) in coordination with the valve vendor (Masonellan).

Installation and setpoint verification was performed using NHY procedures.

Operability was then demonstrated at maximum practical differential pressure during the startup test program.

Alternate test methods are being pursued at this time. Until these methods have been perfected, operability will continue to be demonstrated using maximum practical differential pressure testing and/or MOVATS MCC testing each refueling outage.

Due to local interference, portions of the MOVATS Test System could not be installed.

The close seating force applied to the valve by the motor operator is set by a limit switch setpoint based on a measured stem nut deflection (Westinghouse method).

This dimension was field verified to be 0.218 inches. This~is within the Westinghouse acceptance criteria between 0.20 and 0.28 inches.

The unseating force of the MOV is based on limit switch ectting for the first 35.1I.

Full locked rotor power is available to unseat the valve for 35.1% of its open stroke.

The valve has been demonstrated operable during the phase one testing program under DP conditions.

Based on the testing and setting methods described above, this valve and motor operator are set correctly and the requirements of IE Bulletin 85-03 are satisfied.

Switch s'etpoints are set in accordance with Westinghouse requirements.

Thrust values meet the Westinghouse acceptance criteria for stem nut deflection. All other parameters were verified using the motor operated valve analysis and test system.
