Office of Nuclear Regulatory Research,
SUBJECT:
SUMMARY
OF MEETING WITH AMERICAN SOCIETY FOR QUALITY, ENERGY AND ENVIRONMENTAL DIVISION, POWER PRODUCTION COMMITTEE ON QUALITY ASSURANCE RELATED TOPICS On June 25 and 26,1998 representatives of the U.S. Nuclear Regulatory Commission (NRC) met with representatives of the American Society for Quality, Energy and Environmental Division, (ASQ EED) Power Production Committee and the public to discuss mutually identified topics. These were informal technical discussions conducted at the quality professional peer I
I level, vs. formal presentations or panel discussions, and involved an exchange of ideas on ways to deal with technicalissues and any impact the issues or the remedies might have.
General topics this year included:
(1).
Quality program performance in the areas of oversight of vendors and classification of safety-related SSCs; (2).
Emerging initiatives such as guidance on electronic records and signatures, graded QA, and integration of licensee evaluations by NRC; l
(3).
Experience with change, including impact of deregulation on QA and transfer of QA l
functions to line organizations; J
(4).
QA requirements on spent fuel transportation and dry storage; (5).
Possible future activities related to industry codes and standards such as ASME NQA-1 and ISO 9000, and the DSI-13 stakeholder's meeting to be held September 1,1998, at j
l O
the Hyatt Regency O' Hare Hotel near Chicago, Illinois.
Other activities included planning for the Power Production Committee sponsored technical session on industry "best practices" at the ASQ-EED symposium during October 11-14,1998, and preparation of measures of performance which might allow a focus on program performance vs on specific activities. The Power Production Committee has already begun work on a quality measures white paper that will contribute to the further exploration of the V
concept during the October symposium.
