Dear Sir:

Enclosed for your approval is a revised proposed revision of the TMI Emergency Plan Implementing Document, " Emergency Classification and Basis, EPIP-TMI. 01," which implements the NUMARC/NESP-007 methodology for development of emergency action levels (EAL's). A revision to EPIP-TMI-01 was originally submitted in a letter dated December 2,1995, and subsequently superceded by letters dated July 1,1997, and May 14,1998.

This revised proposed revision to EPIP-TMI.01 incorporates information included in the enclosed description of changes, which is based on discussion of comments with the NRC staff during several phone calls in the June / July 1998 timeframe. Also, as requested, find enclosed a justification for our position regarding Turbine Missiles, Decay Heat Removal, and Failed Fuel Assumptions.

We request your approval by August 31,1998 to provide us with adequate time for personnel training and procedure implementation prior to the January 1999 Licensed Operator Exams.

This proposed EAL revision will be discussed and agreed upon with State and local governmental
