Technical Specification 4.6.1.6.1 - Containment Tendon Surveillance Revision 2 of Regulatory Guide (RG) 1.35, " Inservice Surveillance of Ungrouted Tendons in Prestressed Concrete Containment Structures," is part of the bases i

for Technical Specification (TS) 4.6.1.5.1.

The guidance containec: in RG 1.35, Revision 2 is that containment tendon surveillance will be conducted after 1, 3, and 5 years following the initial containment vessel structural integrity test and at 5-year intervals thereafter. Your schedule for the first contain-ment tendon surveillance is in accordance with RG 1.35, Revision ?, and in-compliance with TS 4.0.1.6.1.

In addition, the NRC staff has evaluated your surveillance schedule and finds it technically acceptable. The NRC staff feels that your planning and scheduling of this surveillance was not to the standard that it expects and that future containment tendon surveillance.should be con-ducted with better planning and scheduling. The intent of RG 1.35, Revision 2 as the basis for containment tendon surveillance is that, after the appropriate time (1, 3 or 5 years) following the initial containment vessel structural integrity test, the surveillance will be performed in an expeditious manner, so that the surveillance is completed within a few months.
