4 This is to' acknowledge receipt of your letter dated 0ctober 21, 1987, which ,

transmitted Revision 83.to the Big Rock Point Site Emergency Plan (SEP),

Volume 9. This revision was received.in our office on October 26,.1987.

j, We have completed our review of those portions of the SEP which constituted-Revision 83, namely, Chapters 1, 2, 3, 6, 7 and 8-as well as Appendices D, E, J and P. Our review has identified two items of concern which we feel'should be changed to make Revision 83 of the SEP acceptable and to avoid the  :

possibility of decreasing the effectiveness of the plan. .These two. items are .]

described as follows: 1

1. Chapter 1, Definitions, Section 1.3, Page 2 of 12 includes a sentence which states, "When an EAL associated with plant or' equipment status-are intentionally exceeded.due to planned maintenance or testing activities, an emergency condition does not exist'." This sentence should be eliminated, because it is too encompassing a statement. It could lead to misinterpretation by the Shift Supervisor as initial _ Site Emergency.

2. Chapter 8, Maintaining Emergency Preparedness, Section 1.1.2 f.1; Radiological Monitoring Drills, Page 4 of 10, includes a sentence which-inc states "These media," drills etc. The wordmay'may"lude collection should be replacedand analysis.of by the word "shall". sample- The purpose of these radiological monitoring drills is to sample'and analyze various types of environmental media as water, vegetation, and soil as stipulated in NUREG-0654, Revision 1, Planning Standard N.2.d. There are no alternates intended for the collection and analysis of sample mediaLin.

These two items have been discussed on November 18, 1987 with Ms. Marjorie l A. Hobe, Emergency Planning Coordinator, Big Rock Point Plant. She has agreed l to make the two changes as recommended by this office within 45 days of the receipt of this letter. We will review these changes upon receipt of the revision.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review indicates no decrease in emergency preparedness effective-ness, then changes can be made without prior NRC approval. In all cases, you mush furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR l Part 50, Appendix E,Section V. j In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of i this letter will be placed in the NRC's Public Document Room.  ;
