Post Office Box 5000 Cleveland, OH 44101 l

Gentlemen:

1 This is to acknowledge receipt of changes to Revision 7 of the Perry Nuclear Power Plant Emergency Plan, submitted to us by letter dated October 16, 1987. i These changes involved updating Appendix B, " letters of Agreement," assignment changes for emergency positions, and addressed improvement items identified by your internal audit system. Your letter was received in our office on October 19, 1987.

We have reviewed the changes to the Perry Nuclear Power Plant Emergency Plan and determined that they are consistent with the requirements of 10 CFR 50.54(q) and do not decrease the effectiveness of the emergency plan. These changes are, therefore, acceptable.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your emergency plans which may decrease their effectiveness. However, if your safety review assures no decrease in emergency preparedness effectiveness, then such changes may be made without prior NRC approval. In all cases, you must furnish copies of each proposed or implemented change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V.

l In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.

Should you have any questions regarding this letter, please contact Mr. James E. Foster of my staff at (312) 790-5655.

Sincerely,

/
