Dear Mr. Kingsley:
On July 6,1998, the NRC completed an inspection at your LaSalle County Nuclear Generating
' Station.- The purpose of this inspection was to evaluate operator performance in the control -
room simulator and review implementation of.the operator training portion of the station's restart
.
action plan. An additional purpose was to evaluate your plan to complete operator licensing
' i
. requirements for three individuals whose licenses are contingent upon performing reactivity '
W
manipulations.* The enclosed report presents the results of the inspection.

,
- Operator performance in the simulator observed during this inspection was satisfactory and
improved significantly over the past 18 months._ Your efforts to improve operator training, and
. conduct additional training as part of the restart action plan have been good. The
improvements in operator performance was an indication of the effectiveness of the additional-
1
training.
=The plan for performing reactivity manipulations for three individuals with contingent operator.
- licenses was properly developed and was consistent with NRC policy. The decision not to have -
these operators perform reactivity manipulations during the initial criticality and plant heat up
demonstrated an appropriate safety focus.
. In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
' enclosures will be placed in the NRC Public Document Room. '
