POINT BEACH 2 - SUSCEPTIBILITY TO HIGH CYCLE FATIGUE FAILURE 0F STEAM GENERATOR. TUBE 5 We have reviewed your letter dated November 20, 1987 which documents the details of the enhanced primary-to-secondary leakage' monitoring program at Point Beach 2.

You developed this leakage monitoring' program in response to the North Anna tube rupture which occurred this summer.-

We conclude that the program, as ' detailed in your letter is acceptable because it permits prompt identification of.a possible tube failure with leakage characteristics similar tc that which occurred at North Anna. This conclusion is based upon:

1.

Establishment of radioactivity alert alarm levels slightly above steady-state leak rates.

2.

Trending and review of radioactivity concentrations from the unit specific air ejector monitor, the combined air ejector monitor, and the unit specific steam generator blowdown monitor each 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> shift.

3.

Calculation of primary-to-secondary leak rate on a daily basis.-

Compensatory measures in place if the unit specific air ejector monitor is out of service.

Initiation of operator training on both the North Anna tube failure l

and the basis for the enhanced primary-to-secondary leakage monitoring program.

2 In the near future, we plan to issue an NRC Bulletin informing other licensees of the high cycle fatigue issue and the possible need for an enhanced primary-to-secondary leakage monitoring program. The NRC Bulletin will require plants with stability ratios between 0.80 and 0.90, such as Point Beach 2, to institute an enhanced primary-to-secondary leakage monitoring program until stability ratios are demonstrated to be less than 0.80.

We remind you that although you-i have detailed your enhanced leakage monitoring program to us already, you will i

l be required to demonstrate how you have addressed the items contained in the Bulletin.
