Generator Lube Oil Piping at Several Nuclear Power Plants

Dear Mr. Petrone,

Thank you for sending me a copy of the subject draft information notice for review.

Unfortunately, the copy faxed on July 13, 1998 was received by my office after I had already left for a business trip on that same day to attend a meeting of the FM Owners' Group?I dkl not return to my office until late in the afternoon on July 17,1998 at which time I revie~;ed both the faxed and mailed copy of the information notice. I request an extension of the time frame to submit comments until July 27, 1998. I hope this is acceptable, My initial review of the information notice did not identify any significant comments.

However, I did note that on page 3 of the information notice, in the paragraph that discusses the AEOD/E612 report, Duane Arnold and Farley 2 are iridicated as having diesel generators supplied by other" vendors. Please' note, the Duane Arnold plant employs two opposed p.ston diesel engines supplied by the Fairbanks Morse Division of Cc!tec Industries as their on-site emergancy AC supply and the Parley plant employs two opposed piston engines and three pielstick engines, also supplied by thc ;ame vendor, as their on-site emergency AC power supplies. While I have not reviewed the AEOD/E612 -

report at this time, if this report is referring to the on-site emergency ac supplies at Duane Amold and Farley 2, then the paragraph on page 3 of the draft information notice is misleading.

replaced the most vibration-prone sections of pipe on their skid mounted piping or replaced the wehls on these pipe sections.

Funher, I believe the Part 21 notification issued by Coltec Industries on this matter also referred to some Pielstick engines that may be affected. While the majority of Pielstick engines were manufactured to ASME Class III requirements, there may have been one or two plant sites where these engines were provided to the licensee by the vendor before the Class III requirements were implemented by the vendor in the fabrication of these engines.

My last initial comment is that there is very little mention of the efforts by the vendor to assure the existing welds are acceptable. It is my understanding, the vendor has provided four supplements to the Staff concerning their progress of tests conducted on piping samples containing these welds. Further,it is my understanding, the tests conducted were

" burst tests' on the piping sections. It is my understanding, these tests were conducted by pressurizing the piping sections up to 5,000 psi. I believe it was noted in the test results that the base pipe material would fail before the welds. In my view, the vendor should be contacted and this information should be provided in the Information Notice.

I appreciate the opportunity to review this Information Notice and submit my comments.

Once again, I request an extension until July 27, 1998 to further review the draft Information Notice and submit further comments,if any.
