By letter dated March 27,1998, Southern Nuclear informed you of their intent to inspect and replace baffle former bolts during the next Farley Unit I refueling outage currently scheduled for the Fall of 1998. Our current plans for the outage are to inspect all baffle former bolts, replace any bolts with flaw indications, and as allowed for under 10CFR 50.59, replace all required bolts to ensure the baffle plates l
are able to perform their intended safety functions. The number of bolts actually replaced will be contingent on various aspects of the replacement program such as equipment reliability, personnel radiation exposure, schedule, and cost. SNC will ensure that an adequate bolting configuration exists to assure that all design basis functionality requirements of the baffle plates will be met.
As stated in the March 27,1998 letter, WCAP-14748/14749, " Justification for Increasing Postulated
- Break Opening Times in Westinghouse PWRs," and WCAP-15029, " Westinghouse Methodology for Evaluating the Acceptability of Baffle-Former-Barrel Bolting Distribution Under Faulted Flood l
Conditions," will be used in the evaluation. Herefore, continued NRC Staff review of these two WCAPs is requested. Based on a recent Westinghouse Owner's Group meeting with the NRC Staff, it is remgni=d hat review of WCAP-15029 will not be complete prior to the Farley Unit 1 outage.

WCAP-9735, "Multiflex Version 3.0 A FORTRAN IV Computer Program for Analyzing Thermal Hydraulic Structural System Dynamics Advanced Beam Model,"is withdrawn. Additionally, as requested by the NRC Staff, WCAP-15042, "Determmation of Acceptable Baffle-Barrel-Bolting for Three-Loop Westinghouse Domestic Plants," will not be submitted for NRC Staff rewiew.
l De current schedule for equipment testing and outage activities is provided below (all dates are in 1998). Dates for the testing and inspection are subject to change and should be confirmed if the NRC Staff plans to attend any of the activities.
