Oyster Creek Nuclear Generating Station Facility License No. DPR-16 Docket No. 50-219 Technical Specification Change Request No. 260 In accordance with 10 CFR 50.4(b)(1), enclosed is Technical Specification Change Request (TSCR) No. 260 for the above facility.
GPU Nuclear requests that the Technical Specifications (TS) contained in Appendix A to the l Facility Lic use be amended to establish that the existing Safety Limit Minimum Critical Power Ratio (SLMCPR) contained in TS 2.1.A is applicable for the next operating cycle (Cycle 17). This license amendment application provides in Attachment 1 a discussion of the proposed TS changes, a safety assessment of the proposed TS changes, information supporting a fmding of no Significant Hazards Consideration and information supporting an Environmental Assessment.
Attachment I contains information considered proprietary to General Electric (GE) as described in 10 CFR 2.790(a)(4). Brackets within areas of text specify proprietary information while brackets in the right-hand margin indicate the general location of proprietary information. ;
Attachment 2 contains an affidavit from GE attesting to the proprietary nature of the information. l Therefore, it is requested that this information be withheld from public disclosure. Attachment 3 )
is a redacted version of Attachment 1 that can be disclosed publicly. A mark-up of the TS page showing the requested change is contained in Attachment 4. The revised TS page is provided in '
Attachment 5.
In accordance with 10 CFR 50.91 (b)(1), the designated official of the State of New Jersey L Bureau ofNuclear Engineering has been sent a copy of this TSCR.
GPU Nuclear requests issuance of an immediately effective license amendment prior to stan-up from the next (Cycle 17R) refueling outage. The 17R outage is currently scheduled to begin on September 26,1998 and is projected to be about 35 days in duration. Since the requested license bR D 19 P. PDit &
