As a result of the inspection conducteh! on October 28-30, 1987, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Piecedure for NRC Enforcement Actions (1985), the following violation was idemified:
Technical Specification 6.3 requires that written radiation control procedures be prepared and utilized.
Reactor Standard Operating Procedure (SOP) 600, " Laboratory Rules," states in Item B(4), "Do not' eat, drink, or smoke in the bay area or counting room, or 4
L while handling radioactive materials" and in Item B(15), "Always use the b
frisker station wuen leaving the bay area."

l-Contrary to the above, individuals routinely bypass the frisker station when leaving the bay area and occasionally eat, drink, or smoke in the bay area.
This is a Severity Level IV violation (Supplement IV).
f Pursuant to the provisions of 10 CFR 2.201, you are required to suomit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid E
