Inlthe July 22,;1987 submittal associated with proposed Technical Specification changes relative to RTD Bypass Manifold removal, Table 3.3-2 revised the required response times for the Delta-T trip functions from 4 seconds to 7 seconds. The 7 second response time consisted of.5.5 seconds for the RTDs and thermowells and
- 1.5 seconds for.the electronic delays. Although the safety analysis had assumed
'an 8 second response (6 seconds for RTD/thermowell and 2' seconds for electronics)

as discussed in Attachment VI'of the July 22, 1987 submittal, the.7 second response time requirement'was thought to be achievable and the proposed revision used 7 seconds and introduced 1 second of added margin!in the analyses.
Recent testing at another plant after completion of the RTD Bypass System removal modification has resulted in. response times slightly greater than 5.5 seconds. Given the likelihood ~that Catawba may also have difficulty in
. satisfying the 5.5 second RTD/thermowell response time criteria, it is deemed Jprudent to utilize the available margin prior to completion of the modification.
The revised proposed change to Table 3.3-2 reflects the values justified in the safety analysis provided in Attachment VI of the July 22, 1987 submittal (6.0 seconds for the RTD/thermowell and 2.0 seconds for the electronic delays). Since the safety analysis supporting the July 22, 1987 submittal assumed the 8 second.
L response time, no additional analyses are required to justify the proposed revision to 8 seconds.
The necessary revisions to the July 22, 1987 submittal are provided (Technical Specification.pages 3/4 3-1 and 3/4 3-7 and FSAR Table 7.2.1-3, page 1).
~Also enclosed is a revision to Technical Specification page 3/4.3-1.
This change is'in response to'the guidance provided in NUREG-0809 concerning frequency of
. testing for RTD's.
