Dear Mr. Butler:
This letter is in response to a call between Mr. R.
Martin (Nuclear Regulatory Commission) and Mr. W. C. Birely (Philadelphia Electric Company) on September 21, 1987 relating to the Philadelphia Electric Company September 2, 1987 Amendment whose subject was the Diesel Generator Fuel Oil Testing Program.
During this call, the Nuclear Regulatory Commission staff requested a revision to the proposed Peach Bottom Technical Specification 3.9.B.6.2.a to specify a time limit for isolating a fuel oil storage tank with sub-standard fuel oil quality, and establishing a fuel flow path from one of the remaining three storage tanks.
Licensee concurs with the requested change and hereby amends the September 2, 1987 filing as shown by the vertical bar on revised page 220a enclosed with this submittal.
The change would establish an 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> limit for implementing the storage tank transfer.
The September 2, 1987 filing proposed changes to a previously submitted Amendment Application (November 24, 1986) concerning the Peach Bottom Diesel Generator fuel oil testing

program.
One of the changes proposed in the September 2, 1987 l
filing involved a revised Limiting Condition for Operation that would permit power operations for seven days without accelerated testing of the Diesel Generators with two diesels being supplied from one fuel oil storage tank.

Licensee'has concluded that the' attached proposed revision is bounded by the significant hazards consideration determination and the safety assessment presented in the September 2, 1987 filing since the revision represents a more conservativeioperability restraint on the diesel generators from that proposed in the Application.
In the September 21, 1987 discussion, the Nuclear Regulatory Commission staff also requested that a one-time test
.be ^ performed-which -demonstrates the capability of two, fuel oil transfer pumps to provide sufficient makeup to the' day tanks while taking suction from one storage tank.
I Licensee will perform this test'and confirm operability of'the fuel oil makeup system in this configuration prior to approval of proposed Technical Specification 3.9.B.6.2.a.
The test?will confirmLthe acceptability of the makeup' flow rate to the day tanks and the net positive suction head at the transfer pump.
