Gentlemen:

This refers to the inspection conducted by Mr. J. R. Boardman of this office

during the period July 20-24, 1987, of activities authorized by NRC Operating

Licenses DPR-51 and NPF-6 for Arkansas Nuclear One, and to the discussion of

our findings with Mr. E. Ewing, General Manager, Plant Support and other-

members of your staff at the conclusion of the inspection.

The area examined during the inspection was the licensee's corrective action.

program. Within this area, the inspection' consisted of selective examination

of procedures and representative records, interviews ~with personnel, and

observations by the NRC inspector.

The inspection findings are documented in'

the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were identified.

'However, two unresolved items were identified in paragraph 2 of the appended

report. These unresolved items are similar to the potential weaknesses identified

by the NRC in the.recent Quality Verification Functional Inspection conducted

August 10-21, 1987, at Arkansas Nuclear One (Reference NRC Inspection

Report 50-313/87-23; 50-368/87-23,' dated November 5, 1987). Due to the

' similarity of the results of the inspections relating to your corrective action

program, the issues involving these unresolved items and identified in each of

the reports will be reviewed in a subsequent inspection.- The NRC is aware of

the efforts being taken to improve' the effectiveness of your corrective action

program, but is concerned that problems are being identified that could have an

adverse affect on plant safety and are not being promptly resolved.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
