Staff Acceptance of Seismic Design of Vogtle Unit 1 Spent Fuel Pool Racks (TAC 63338)
A schedular exemption to the regulations that apply to spent fuel pools for the time period before the racks contain irradiated fuel was included in the Vogtle Unit I low and full power licenses dated January 16, and March 16, 1987, respectively, because determination of the seismic adequacy of the racks had not been completed.
In response to staff requests for additional information dated November 28, 1986, and April 7,1987, Georgia Power Company provided letters dated January 21, May 22, July 20, and September 29, 1987. The staff has completed its review of the seismic adequacy of the Vogtle Unit 1 spent fuel racks and concludes that they are acceptable to meet applicable regulations including General Design Criteria 2 F1., and 62 of 10 CFR 50, Appendix A.
On this basis, the schedular exemption is no longer required, and Georgia Power Company may store irradiated fuel in the racks. The staff's detailed evaluation is enclosed.
