Gentlemen:

This refers to the inspection conducted by Messrs. W. F. Smith and T. R. Staker

of this office during the period September 16 through October 15, 1987, of

activities authorized by NRC Operating License NPF-38 for the Waterford Steam i

'

Electric Station, Unit 3, and to the discussion of our findings with

Mr. R. P. Barkhurst and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included followup of previously identified

items, licensee event report followup, plant status, monthly maintenance

observation, monthly surveillance observation, engineered safety feature system

walkdown, operational safety verification, onsite followup of events, and

verification of containment integrity. Within these areas, the inspection

consisted of selective examination of procedures and representative records,

interviews with personnel, and observations by the NRC inspectors. The

inspection findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

Federal Regulations.

The violation described in this report involve several examples of procedures

that were not being followed as written. The NRC recognizes that some

immediate corrective actions such as training of various personnel were

completed during this inspection. However, the number of violations may be

indicative of a more symptomatic problem. While the safety significance of

each individual violation may be considered minor, the violations may

collectively represent weaknesses in the adequacy of some Waterford 3

procedures and in the controls that should ensure that procedures are written

so that they can be followed. The NRC will continue to evaluate efforts taken

at Waterford 3 to achieve the level of procedural compliance and the attention

to detail necessary to assure NRC requirements are satisfied.

We have also examined actions you have taken with regard to previously

identified inspection findings. The stal.us of these items is identified in

paragraph'2'of the enclosed report.
