CONFIRMATION OF NORTH ANNA UNITS 1 AND 2 (NA-1&2) STEAM GENERATOR LEAX ' TATE PROCEDURES AND VEPC0 STANDING ORDER In your submittal dated September 15, 1987 you committed to implement certain steam generator leak rate detection and action procedures and a related standing order as a result of the steam generator tube rupture which occurred at NA-1 on July 15, 1987. The procedures and VEPC0 standing order which apply to both units are listed in the enclosure to this letter.

In addition to the submittal referenced above, there have been a number of discussions and an on-site visit between our staffs regarding this subject.

l In these discussions you have agreed to prepare and submit to the NRC amendment to your NA-182 Technical Specifications which will address your procedures and standing order as appropriate. This letter confirms our understanding that you will continue to implement these VEPCO procedures and standing order until such time as the approved NA-l&2 Technical Specifications become effective.

If you do not agree with this understanding, please let me know immediately.
