MEETINGS BETWEEN NRC STAFF AND THE PUBLIC i
The attached memorandum from the EDO, subject as above, is provided for your )
review and distribution to your staff. .The memorandum stresses the need to l consider and, where appropriate, include public meetingt in the planning and J scheduling of NRC activities. The memorandum includes a brief listing of I indicators that public meetings may be appropriate, including such indicators l as the volume of correspondence received on a given subject and the nature of {
comments received in response to a proposed action, j In additio'n to the EDO memorandum, I would also refer you to NMSS Policy and Procedures Letter 1-23 and my memorandum of March 6, 1995, on the subject of open meetings and the NRC Public Meeting System. The ED0's February 12, 1996, memorandum concludes by assigning the Office of Nuclear Reactor Regulation responsibility for revising NRC Management Directive 3.5, "Public Attendance at Certain Meetings Involving the NRC Staff," to reflect the new guidance. When the new Management Directive and any additional guidance are received, we will revise NHSS Policy and Procedures Letter 1-23 and distribute it for staff information and use.
Your assistance in distributing the new EDO guidance regarding the possible need for public meetings to appropriate members of your staff will be appreciated.
