OF JULY 9,1998 MEETING WITH EATON POWER PLANT CONTROLS COMPANY j
On July 9,1998, representatives of Eaton Power Plant Controls Company (Eaton) met with U.S. Nuclear Regulatory Commission (NRC) staff to present the Eaton Plus-32 microprocessor-based control system. The Plus-32 digital control system is an existing product that Eaton has used in nuclear safety systems in overseas plants, and is offering for use in domestic nuclear plants. Eaton is considering submission of a topical report to gain approval for the use of the Plus-32 system as a safety related digital control system. A list of meeting attendees is included as Attachment 1. No handouts were provided during the meeting.
The meeting started with opening remarks by Jared Wermiel of NRC and Gary Gibson and James Dean of Eaton. Paul M. Stankiewicz of Eaton made a short presentation on the history of the Eaton Plus series of control systems, and the theory of operations of the Plus-32 system.
Following this overview, the staff and Eaton discussed the criteria that the staff would use to review a topical report which Eaton may submit on the Plus-32 system. Eaton personnel were familiar with the NRC requirements and the Standard Review Plan (SRP) Chapter 7 (NUREG-0800, June 1997), " Instrumentation and Controls", as well as with Branch Technical Position 14, " Guidance on Software Reviews for Digital Computer-Based Instrumentation and Control Systems." The staff discussed how a review would be conducted in accordance with the SRP.
The options that Eaton have for obtaining a NRC safety evaluation report were discussed.
I Eaton had a number of questions concerning the level of detail the staff would evaluate, and the difference in review requirement between submission as a general purpose control system, vs.
submission for a specific application. Eaton indicated that they would probably submit the topical report on their Plus-32 system only, without a lead plant or specific applications. Eaton did not specify when the topical report could be expected.
