Pursuant to Section 50.90 of the' regulations of the U. S. Nuclear Regulatory Commission (the

" Commission"),

Duquesne Light. Company-("DLC"),

holder of Operating License No..DPR-66, hereby requests that the Technical Specifications set forth in Appendix A'to that= license be amended to revise the applicable Engineered Safety Feature-(ESP) response times provided in Table 3.3-5 to include that time required for the sequential operation of the VCT and RWST. valves'.

The proposed technical specification. change is~ set forth.'in Attachment A

and a

safety analysis is provided in. Attachment B to

-l this Application.

A No Significant Hazard Evaluation is set'forthlin Attachment C.

Based on the guidance _provided by the Commission, the proposed changes have been determined to' involve no significant hazards consideration in accordance with 10 CFR 50.92.

WHEREFORE, Applicant respectfully requests that. Appendix A to' Operating License No.

DPR-66 be amended in.the form attached hereto as Attachment A.
